(AP) — Irad Ortiz Jr., who rode three winners at the Breeders’ Cup, has earned the Bill Shoemaker Award as the outstanding jockey at the world championships.It’s the fifth time he’s won the award, which goes to the rider who wins the most races at the two-day event.Ortiz won the $6 million Classic with White Abarrio, the $2 million Sprint with Elite Power and the $1 million Filly & Mare Sprint with Goodnight Olive. An off-duty U.S. Park Police officer is facing charges after fatally shooting another officer in McLean, Virginia, early Sunday, according to Fairfax County police.After receiving a phone report of an “unintentional shooting,” officers responded to the 1700 block of Old Meadow Rd. around 12:20 a.m., according to a news release from police.On the scene, police found the body of 22-year-old Jesse Brown Hernandez, who had suffered gunshot wounds to the upper body.According to police, their investigation has indicated that alcohol may have been a factor in the death. BOSTON (AP) — The Red Sox declined a $4.25 million option on left-hander Joely Rodríguez, who gets a $500,000 buyout.Rodríguez, who turns 32 on Nov. 14, had a 6.55 ERA over 11 relief appearances and 11 innings in his one season with Boston. He agreed last November to a $2 million, one-year contract that included a $1.5 million salary this year. He earned a $500,000 roster bonus for being on the active roster for 30 days.Rodríguez began the season on the injured list with a strained right oblique. With the state’s shelter system at or approaching maximum capacity, the governor is suggesting new migrants could consider settling somewhere other than Massachusetts after they cross the U.S. border.According to Gov.
